Area 51 is supposed to be an alien interplanetary and Research Center. It is a secret base in the desert, and it is well kept and preserved weapons. This leads us to believe, but no proof yet given a positive answer to this question. The government is careful to reveal this information because it could plunge the country into a frenzy. So let's say it is a basis of secret information that deals with foreigners and out of the question-this-world.
